The notion of “residence” is generally defined as follows: “persons whose habitual residence is on the territory of the municipality”.
The concept of digital residency was created to support the economic and spiritual projects of the Principality of Sabourg, which will be carried out in the territories of the Priory of Saint John, the Priory of Saint Michael and the states that sign an international cooperation agreement.
Since 2019, the year of its effective reconstitution, the Principality of Sabourg has adopted a peaceful and determined strategy to resolve the administrative problem arising from the failure of the last king of Italy, Umberto II, to communicate the administrative status of the territories of the Principality of Sabourg to the first president of the Republic, Enrico De Nicola, and to the first head of government of the Republic, Alcide De Gasperi. Following the ineffectiveness of the sale of the territories of the Principality of Sabourg to the House of Savoy on 29 January 1729, those territories became a Savoyard protectorate until the proclamation of the Italian Republic on 2 June 1946.
In 2020 His Highness the Prince-Abbot of Sabourg sent an official communication to the Prime Minister, head of the government of the Italian Republic, with a view to establishing a permanent Italian protectorate over the territories of Sabourg, in order to obtain special autonomy under article 5 of the Italian Constitution.
Consequently, since the territory is not accessible for registration purposes, a digital residency called “e-residency” was created to support the Abbatial State and give access to all economic services. This electronic residence card, equivalent to the Italian tax code, may be requested by anyone wishing to become a digital resident of the Principality of Sabourg.
Negotiations with the Italian authorities will make it possible to introduce specific tax relief for activities carried out on Sabourg territory under permanent protectorate, for citizens of Sabourg and for all holders of e-residency at the time of their establishment. The scale of this relief cannot be quantified at this stage, but we believe it will be advantageous for those who have viewed this investment favourably.
The conditions for obtaining the e-residency card are as follows:
Any foreign national aged 21 or over may request the e-residency card. It will be sent directly to the applicant's home after verification of their situation and payment of a one-off contribution, the amount of which depends on the level chosen.
The service is renewable each year.
Several digital levels have been authorised:
Bronze level
One-off donation of €300.
Silver level
One-off donation of €1,000.
Gold level
€10,000 a year for 3 years.
Platinum level
€20,000 a year for 3 years.
The choice of level entails a different financial contribution for access to the services of the digital residence card.
Each year the renewal cost of the digital cards is published by the Dicastery of the Economy.
The Bronze level is the first level of digital residency. It is obtained through a one-off donation of €300 (three hundred euros) and allows the holder to open a bank account with the reference bank of Sabourg, to obtain the Sabourg vignette for private vehicles already registered in a country of the International Community and recorded by the Directorate of Sabourg Vehicles (DVS), to create a personalised e-mail address and, on presentation of the card, to join all the sports clubs or private schools and academies of the Principality of Sabourg, with the exception of the clubs reserved for holders of the silver, gold or platinum levels.
Sabourg residents holding the bronze level may remain members of all the sports clubs and schools/academies of Sabourg by paying a reduced annual subscription in subsequent years.
The Silver level is obtained through a one-off donation of €1,000 (one thousand euros) and grants all the services of the bronze card. It also allows membership of all the sports clubs, the private schools and academies and the exclusive clubs of the Principality of Sabourg, as well as of all the following clubs, with the entry fee waived.

- Sabourg Tennis Club
Sabourg silver residents may remain members of all the clubs of Sabourg by paying a reduced annual subscription in subsequent years.
The Gold level is obtained through an annual donation of €10,000 (ten thousand euros) for three years and grants all the services of the silver card. This level allows the holder to apply to become a citizen of the Principality of Sabourg at the end of the third year of digital residency. If the application is approved by the Secretariat of State, the new subject of Sabourg may remain a member of all the clubs of Sabourg by paying a reduced annual subscription.
The Platinum level grants all the services of the gold card and also allows residents to become members of the Sabourg Business Club. It is obtained through an annual donation of €20,000 (twenty thousand euros) for three years. After the third year of renewal, a person who has applied for and obtained citizenship may, with the prior authorisation of the Secretary of State, remain a member of the Business Club on a reduced renewal subscription, granted in the same way to all citizens of Sabourg.
The Business Club is the business circle of Sabourg and allows members to become partners in the international cooperation projects funded by the Digital Foundation of Sabourg.
